DAGS: Key Encapsulation using Dyadic GS Codes

This document describes the original DAGS submission to the NIST post-quantum standardization process. DAGS is a code-based key encapsulation mechanism using dyadic Goppa codes.
The submission includes:
- Specification of key generation, encapsulation, and decapsulation
- Security rationale and parameter choices
- Performance benchmarks and implementation details
